how does the crate system work

My buddy bought a key that supposed to open all crates, however, after he opened one with a key he tried to open another and it said he needed to pay for it again. Can you tell me how this system works? Do you have to buy a key for every crate?

Also, i sent a forum before about weapons you guys are gonna add and you said it would be in a crate system that would be free of charge. Is that gonna be different than these horizon crate things?
