Is there anyway to fix Whole Scene Dynamic Shadows to where they don't have lines going through the shadows? I have tried a lot of things suggested online from the UDK perspective and have found nothing to work so far. Here is an image to go along with it to give an example: https://drive.google.com/file/d/0B71GClVgTF0-ZVg5MVVJZlBSV3c/view?usp=sharing

Sorry about linking to an external website, it is not allowing me to upload attachments on here it says I don't have to permission to do so.

Hmm I've had the same results but I just let it be. However now I'm doubting if it can actually be the mesh, just how DirtySpartan mentions. Is that flat mesh you're trying to cast dynamic shadows a custom mesh of yours or a mesh included in the kf2 SDK? I can't recall now if the meshes from the game have the same effect or It's a mistake from custom meshes. I will have to try and experiment with this once I get home to my main computer.

This is not a mesh issue, it is simply a limitation of the Cascaded shadow maps being used with the Dynamic lighting system.
What you're seeing is the "Dynamic Shadow Cascades", this is a hard coded setting and cannot be changed without modification to the engine properties.

Here is some more detailed information on the subject.
(Note this is from the UE4 documentation as the UE3 documentation has very little on the subject)
Spoiler!
