I had thought the MEAT system allowed for shooting off arms and legs, whereby the Zed would crawl or stagger after you. Am I remembering this correctly, or is it wishful thinking or my brain playing tricks on me?

Well, I hope they bring back the ability to cripple Zeds by blowing their legs and arms off. Crawlers on walls would be nice, too.

On a further note, whether an attack is capable of such outcome is in fact a soft setting, meaning it really comes down to TWI's decision to allow even the weakest means of attack to achieve this feat.
If you still don't get it, think of it as there is a threshold that the attack must surpass in order to trigger a dismemberment and that only a handful attacks currently in the game are capable of doing so.
